The first mistake in sourcing is treating "China vs USA" as the whole choice.

The economics come from scale and vertical integration rather than from any single cost line.

The Landed Cost Formula

This is the number to compare, and it is the reason a cheap quote can be the expensive route.

Two consequences follow from the formula. First, tooling divided by a small quantity can dominate — which is why a custom size at low volume often favours a distributor's existing die. Second, duty is applied to the declared value, so freight and tooling treatment affect the duty base as well as the unit price.

Duty and Tariff: What Applies to Envelopes

This section is the one most often skipped, and the one that changes the answer.

Envelopes of paper or paperboard fall under HTS heading 4817 in the US tariff schedule — specifically 4817.10.00 for envelopes, distinct from 4817.20 for letter cards and plain postcards. That classification matters because the applicable duties attach to the code.

The important point is the structure rather than any single figure: the base rate for envelopes can be free while the combined effective rate is far from free, because additional duties stack on top of the base.

Verify before you commit. Tariff rates, classifications and stacking rules change frequently and have been subject to litigation and revision. The figures above come from tariff-reference sources rather than from a customs ruling, and no classification is binding until it is confirmed. Confirm the current rate and the correct code with a licensed customs broker before you price an offshore programme, and recheck it before each major order.
